The Southeastern Wisconsin Regional Planning Commission serves as the official metropolitan planning organization and regional planning commission for the seven-county southeastern Wisconsin area, serving more than 2 million people across nearly 150 communities.

The Southeastern Wisconsin Regional Planning Commission needed a new website that could help it organize a wealth of complex data – including committee details, contacts, calendars, and technical reports.
The Commission turned to Northwoods for a sophisticated solution that is simple to manage, on brand, and provides a seamless and intuitive user experience.
The Situation
- The former website was cluttered, text-heavy, and difficult to navigate, making it challenging for users to find key information quickly.
- Replatforming required migrating and restructuring years of legacy data – previously managed through overly complicated custom workflows, databases, and web applications.
- Content included extensive written material but very few images – requiring a thoughtful design approach to keep the new layout visually engaging, despite limited visual assets.
- A strategic overhaul was needed to streamline processes, modernize infrastructure, and reduce historical complexity, enabling the Commission to focus more effectively on its mission to serve as a steady source of clarity and expertise for a thriving region.
The Solution
- The Northwoods UX team redesigned the website to engage users and present dense information in a way that is structured, on brand, and visually appealing.
- We built the site on Titan CMS, an enterprise content management system powered by Northwoods, which allows the Commission to assign content editing permissions at the individual level and maintain centralized oversight.
- We simplified workflows, removed outdated/fragmented systems, and centralized data using Titan CMS Data Sites.
- From initial prototypes through development, Northwoods prioritized WCAG 2.2 Level AA accessibility compliance, implementing best practices such as high color contrast, descriptive headings, and full keyboard navigation.

Strategic Content Design
The Southeastern Wisconsin Regional Planning Commission had a lot of content but very few images to work with, which presented a unique design challenge. To prevent users from feeling overwhelmed by the volume of content, our UX designers focused on making complex information digestible and easy to scan, without relying heavily on imagery.

Mobile-Friendly Design
We designed the mobile web experience with usability and responsiveness in mind. Careful attention to spacing, alignment, and visual proportions ensures readability, whether users are skimming content quickly or diving into details.

The Design
- Our UX designers leveraged clean typography, strategic use of whitespace, and a well-structured layout to naturally guide users through the content.
- Clear headings, subheadings, and bullet points break up large blocks of text, making it easier for users to find key details at a glance.
- We also introduced subtle design elements – such as color blocks, dividers, and icons – to add visual hierarchy and interest without creating distraction.
- The result is a modern, easy-to-read webs experience optimized for both desktop and mobile experiences.


The Outcome
- The new Southeastern Wisconsin Regional Planning Commission website features enhanced functionality, accessibility, and visual appeal that is fully aligned with user needs.
- The total number of pages was reduced by 75%, from 1,913 to 561, while overall site traffic has increased by 18%.
- Average time on site has decreased by 37%, indicating that visitors can find relevant content more quickly and efficiently.
- The Commission can now present its extensive library of digital content in a way that is modern, engaging, and user-friendly.
